Nabahala si Senate Majority Leader Francis Tolentino sa nabawasang budget ng Department of Social Welfare and Development (DSWD) para sa Region IX (Zamboanga Peninsula) sa susunod na taon kasunod ng desisyon ng Supreme Court (SC) na naghiwalay sa Sulu mula sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
“Under your General Appropriations Act (GAA) of 2024, you have P11 billion. Now, it has been reduced to P10 billion for the Zamboanga Peninsula. Current rules would dictate that Sulu, which was removed from BARMM, would be transferred to Region IX. How do you rectify this? How do you fill the blank left by the budgetary gap because of the removal of Sulu from the financial arm of BARMM?” tanong ni Tolentino sa budget hearing ng DSWD nitong Lunes, Setyembre 16.
Ayon kay Tolentino, napag-alaman niyang nahinto rin ang suweldo ng mga manggagawa ng Sulu nitong Setyembre 10 dahil “immediately executory” ang nasabing desisyon ng Korte Suprema.
“So, we are not only looking at the 2025 budget but even the current budget of Sulu lodged with the BARMM,” dagdag ni Tolentino.
Ipinaalam naman ni DSWD Secretary Rex Gatchalian kay Tolentino na isusumite ng ahensya ang mga nakapirming programa nito na may katumbas na mga administrative costs sa Department of Budget and Management (DBM) sa loob ng dalawang linggo upang DBM na ang maglaan ng administrative cost na nakalaan para sa Sulu na ipababalik sa BARMM papuntang DSWD.”
Patuloy namang hinihimok ni Tolentino ang iba pang pinuno ng DSWD na gumawa ng hakbang sa pagtitiyak ng alokasyon ng budget para sa Sulu sa nalalabing bahagi ng taon at sa susunod na taon.
