Taliwas sa alegasyon ni Sen. Ronald Dela Rosa na kinausap ang ilang PNP officials para tumestigo sa ICC, nilinaw ni National Intelligence Coordinating Agency (NICA) Director General Ricardo De Leon na si Maj. Gen. Romeo Caramat Jr. ang lumapit sa matataas na opisyal ng Kamara para ialok ang nalalaman nito sa EJKs kapalit ng PNP Chief position—pero tinanggihan ito ni House Speaker Martin Romualdez.
“I categorically deny allegations by Senator Bato dela Rosa that I, together with Speaker Martin Romualdez and other personalities, pressured certain police officials to testify against him (dela Rosa) and former president Rodrigo Duterte before the International Criminal Court (ICC),” pahayag ni De Leon.
Ang tinutukoy ni De Leon na iba pang personalidad na inakusahan ni Dela Rosa ay sina Ako Bicol Party-list Rep. Zaldy Co at dating senador Antonio Trillanes IV.
Pagbubunyag ni De Leon, hiniling daw sa kanya ni Caramat, dating hepe ng Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) at kasalukuyang acting commander ng Northern Luzon Police, na samahan niya ito para makipagkita kay Romualdez upang ipahayag ang interes nito na maging susunod na hepe ng PNP.
“During our conversation, he (Caramat) offered to disclose everything he knew about extrajudicial killings (EJK) and the drug war, including the list of names targeted for killing, weekly quotas, and the payment process involved in exchange for the top PNP post,” sabi ni De Leon.
Gayunman, aniya, ipinaliwanag ni Romualdez kay Caramat na ang pagtatalaga ng PNP Chief ay prerogative ng Presidente lamang.
“In response, Speaker Romualdez made it clear that the appointment of the Chief PNP is solely the President’s prerogative and trust, and he has no influence over such decisions,” kuwento ni De Leon.
“The Speaker also rejected Caramat’s offer to disclose information in exchange for his appointment,” dagdag niya.
Itinanggi rin ng NICA Chief ang akusasyon ni Dela Rosa na “I have discussed with former Chief PNP General Oscar D. Albayalde and PBGen Eleazar P. Mata to testify in the ICC.”
