Pinaalalahanan ni Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio Gonzales Jr. ang mga senador na walang nakasaad sa 1987 Constitution kung paano isasagawa ang botohan para maamendyahan ang ilang probisyon nito.

“Our basic law does not say whether the House of Representatives and the Senate have to vote jointly or separately on Charter change,” giit ni Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio Gonzales Jr.

Bilang patunay, tinukoy ni Gonzales ag Section 1, Article XVll (Amendments and Revisions) of the Charter: “Any amendment to, or revision, of the Constitution may be proposed by: 1) The Congress, upon a vote of three-fourths of all its members…”

Ang pahayag ni Gonzales ay bilang pagbuwelta sa sinabi ni Sen. Jinggoy Estrada na suportado nila ang charter change (cha-cha) subalit hindi ang nakasaad sa Resolution of Both Houses (RBH) 7 na inihain ng Kamara na “we have to vote jointly, we have to vote separately…”

Ang RHB ay isang ‘exact reproduction’ ng RBH No. 6 na inihain sa Senado nila Senate President Juan Miguel Zubiri, at Senators Loren Legarda at Sonny Angara.
