Humihingi ng paliwanag si Albay 1st District Rep. Edcel Lagman kung bakit humihirit ang ilang lider ng Kamara de Representantes ng pondo para sa “extraordinary expenses” sa ilalim ng panukalang 2024 budget.
Ito ay matapos igiit ng ilang opisyal ng Kamara na ang P1.6 bilyon na nakasaad sa 2024 General Appropriations Bill (GAB) ay hindi maituturing na confidential funds sa halip, ito ay gagamiting pondo para sa “extraordinary expenses.”
Mismong si Marikina 2nd District Rep. Stella Quimbo ang nagsabing gagamitin ng Kamara ang pondo para sa extraordinary expenses sa mga hindi inaasahang pangyayari tulad ng kalamidad. Subalit kinontra naman ito ni Lagman na ang kahalintulad na alokasyon ay hindi uubra sa kalamidad.
“Consequently, ‘extraordinary expenses’ are neither huge amounts nor can they be used for calamity response,” pahayag ni Lagman.
“The appropriation of ‘extraordinary expenses’ must be clarified as it is delimited by Sec. 51 of the General Provisions of R.A. No. 11963 or the General Appropriations Act of 2023,” paliwanag ni Lagman.
Sinabi pa ng mambabatas na maari lang ituring na “extraordinary expenses” ay ang mga sumusunod:
Lagman also noted that extraordinary expenses should be used for these purposes:
- Meetings, seminars, at conferences
- Official entertainment
- Public relations
- Educational, athletic, at cultural activities
- Kontribusyon sa mga civic o charitable institutions
- Membership sa mga asosasyon sa gobyerno
- Membership sa national professional organizations na kinikilala ng Professional Regulation Commission (PRC)
- Membership sa Integrated Bar of the Philippines (IBP)
- Subscription sa mga professional technical journals at informative magazines, library books at iba pang materyales tulad ng office equipment and supplies
- Iba pang gastusin na hindi saklaw ng regular budget allocation.
