Limang miyembro ng Philippine National Police-Health Service (PNP-HS) ang mahaharap sa kasong administratibo at kriminal dahil sa iregularidad umano sa paglalabas ng psychiatric at psychological examination results para sa mga aplikante ng license to own and possess firearms (LTOPF).
Sa press briefing sa Camp Crame nitong Martes, Hulyo 25, sinabi ni Civil Security Group (CSG) Chief Brig. Gen. Benjamin Silo Jr. na kabilang sa mga sasampahan ng kaso ang isang police major, tatlong non-commissioned officers, at isang non-uniformed employee.
Aniya, sasampahan ang mga suspek ng irregularity in the performance of duty, conduct unbecoming of a police officer, at grave misconduct sa Internal Affairs Service (IAS) dahil sa umano’y pagmamanipula sa resulta ng psychiatric at psychological examinations simula Agosto 2022 hanggang Pebrero ngayong taon.
“We already identified the persons responsible for these irregularities and right now we are filing admin and criminal cases against them before the Office of the Ombudsman. We recommended they should be placed on floating status and right now we already deactivated their accounts,” pahayag ni Silo.
Napag-alaman na 377 aplikante ang bumagsak sa exam subalit ipinasa umano ng naturang mga pulis.
Sa ngayon, ni-revoke na ng CSG ang lisensiya ng naturang mga aplikante.
“Out of the 377, [a total of] 64 had a non-appearance while the remaining 313 actually failed but their test results were manipulated. This was found through an investigation of our computer system and the help of our IT (information technology) experts. We also secured the testimonies of clients being victimized by this group,” paliwanag ni Silo.
Ayon pa sa opisyal, batay sa inisyal na imbestigasyon, nagbayad ng P30,000-P35,000 ang ilang aplikante para lamang pumasa sa exam at baguhin ang resulta nito, gayung nagkakahalaga lamang iyon ng P2,180.
Samantala, sasampahan din ang mga pulis ng kasong graft and corruption at paglabag sa Republic Act 11032 o Ease of Doing Business law sa Office of the Ombudsman.
“Well hindi na natin tingnan ‘yung kinikita nung mga luko-luko na ito. Tingnan lang natin ‘yung epekto [ng kaso] sa publiko,“ paliwanag ni Silo.
“Right now, we include them (bribers) in the investigation but as part of our initial response, and actions, we revoked their licenses and firearm registration The board will study it if there are reasons to disqualify them. By all means, we will do it,” dagdag ng opisyal.
