Exempted ng Commission on Elections (Comelec) ang iba’t ibang livelihood at employment program ng Department of Labor and Employment (DOLE) mula sa pagbabawal sa paggastos habang papalapit ang Barangay at Sangguniang Kabataan Elections (BSKE).
Sa isang memorandum na inilabas ngayong Huwebes, September 14, inaprubahan ni Comelec Chairman George Garcia ang exemption ng DOLE Special Program for Employment of Students, Government Internship Program, JobStart Philippines Program, at DOLE Integrated Livelihood at Emergency Employment Program.
Pinagkalooban din ng exemption ng poll body ang DOLE sa pagbabawal sa pagkuha ng mga empleyado sa ilalim ng Section 261 ng Omnibus Election Code dahil ang programa ng ahensya ay nangangailangan ng magtutukoy sa mga benepisyaryo nito.
Sa kanyang panayam sa The Source ng CNN Philippines, nilinaw ni Garcia na maaari pa ring magpatupad ng serbisyong panlipunan ang mga ahensya ng gobyerno sa panahon ng halalan, ngunit dapat may pahintulot ng Comelec.
“It is never the intention of the law for the government to stop its services to people,” paliwanag ni Garcia. “But there are services that should pass through Comelec, such as ayuda, but when it comes to other assistance in relation to medical, burial and food, we are exempting that.”
Ang paggamit ng pampublikong pondo para sa mga programa ng pamahalaan tulad ng mga proyekto sa social welfare ay ipinagbabawal sa panahon ng eleksiyon mula Setyembre 15 hanggang Oktubre 30.
Nauna nang inilibre ng Comelec ang cash subsidy ng Department of Social Welfare and Development para sa mga small-scale retailers para maibsan ang epekto ng pagpapatupad ng Executive Order 39.
“We are very strict with the requirements and requisites that there should be no disruption in the presence of barangay officials. They can be there to ensure peace and order but not to hand over rice subsidy,” ani ni Garcia.
“If the distribution is made by incumbent barangay officials who are running, we can charge them with premature campaigning and this is grounds for disqualifying the candidate.”
