Pinaiimbestigahan ng ICI sa Office of the Ombudsman ang ilang indibidwal na sangkot diumano sa maanomalyang flood control project sa Bocaue, Bulacan na nagkakahalaga ng P95 milyon.
Inirekomenda ni Independent Commission for Infrastructure (ICI) chairperson retired Justice Andres Reyes Jr. ngayong Huwebes, Nobyembre 6, na imbestigahan ang mga sumusunod na indibidwal sa “personal and potential violations” sa Anti-Graft and Corrupt Practices Act, malversation, falsification sa ilalim ng Revised Penal Code, Presidential Decree no. 1759, at sa Government Procurement Reform Act:

Dismissed assistant district engineer Brice Hernandez;
Bulacan 1st District Maintenance Section OIC-chief Jaime Hernandez;
Bulacan 1st District Planning and Design Section Chief Ernesto Galang;
Ex-Bulacan 1st District Project Engr. John Carlo Cayetano Rivera;
Engineer II John Michael E. Marcos;
Engineer II Claudine Magdalene S. Magsakay;
Engineer II Ericka Justine P. Chico; at
Topnotch-Beam Team joint venture Allan Kevin Payawal.
Kaugnay ito sa P95 milyong flood control project sa Bocaue, Bulacan na in-implement ng Department of Public Works and Highways (DPWH) Bulacan 1st District Engineer Office sa pamamagitan ng Topnotch Catalyst Builders at Beam Team Developer Specialist, Inc.
Ayon sa inspeksyon na isinagawa ng Commission on Audit (COA), hindi ginawa ang naturang proyekto sa lokasyon na nakasaad sa approved bid plans ngunit mayroon umanong release at full payment ng kontrata sa Topnotch at Beam Team.
Inirekomenda rin ng ICI sa Ombudsman na imbestigahan sina dating DPWH Sec. Manuel Bonoan, at former DPWH undersecretaries Roberto Bernardo at Maria Catalina Cabral sa potential violations sa Code of Conduct and Ethical Standards for Public Officials and Employees.
