Inihayag ni Commission on Human Rights (CHR) chairperson Richard Palpal-latoc na may ilang mga police station na tumangging ibigay ang extrajudicial k!ll1ng (EJK) records sa war on drugs campaign ni dating Pangulong Rodrigo Duterte.

“We have been issuing show cause orders. But I think the legal defense of the Philippine National Police is the Executive Order No. 2… Executive Order No. 2 is the freedom of information order issued by then President Duterte,” paliwanag ni Palpal-latoc.

Aniya, mayroon umano silang iniimbestigahan na 4,000 EJK cases ngunit ang problema nila ay wala umanong “available records” na ibinibigay sa kanila.

“There are no available records being provided to us by different agencies, like, most especially, the PNP. That information is crucial to the investigation because from there we can identify who is involved and who failed to perform his or her duties,” inihayag ni Palpal-latoc sa ginanap na budget hearing ng ahensya na pinangasiwaan ng House Committee on Appropriations nitong Martes, Agosto 26.

Aniya, ang ginagamit umano na “legal defense” ng mga police station na ayaw magbigay ng mga record ay ang inisyu ni Digong na Executive Order No. 2 (Freedom of Information) kung saan nakasaad dito na isa sa mga exception sa paghingi ng impormasyon ay ang impormasyon na may kinalaman sa “law enforcement and protection of public and personal safety.”
