Naglabas ng isang memorandum si Land Transportation Office (LTO) chief Atty. Vigor Mendoza II noong Abril 24, 2025 na nagbibigay awtorisasyon sa lahat ng opisyal at empleyado ng LTO na ipatupad ang Enhanced Driver’s Licensing Module (EDLM) simula Mayo 14, 2025.
“This initiative is designed to establish an alternate platform to help mitigate the effects of unforeseen system downtimes,” nakasaad sa memorandum.
Ito ay upang bigyang daan ang pagpasok ng “designated service provider” sa kabila ng umiiral na kontrata ng ahensiya sa Dermalog IT company na nasa likod ng Land Transportation Management System (LTMS).
Saklaw ng EDLM ang mga mahahalagang transaksiyon sa ahensiya tulad ng pag-iisyu ng student permit, new driver’s license, driver’s license renewal, at iba pang miscellaneous transactions.
“In preparation for this initiative, the designated service provider is authorized to carry out necessary technical configurations, including but not limited to the setup of printing equipment and the use of select LTO-owned workstations for automated examinations,” nakasaad sa memorandum.
“Additionally, authorized personnel – endorsed by the respective District Office Heads and approved by the concerned Regional Director – shall be granted access to essential components required for record capture and data maintenance,” dagdag pa nito.
Ang memorandum na inisyu ni Mendoza ay ipinadala sa lahat ng tanggapan ng LTO na nakabase sa 15 rehiyon ng bansa.
Ayon sa LTO insiders, ang pagpapatupad ng EDLM ay isang pamamaraan upang maibalik ang Driver’s License Module ng old IT system provider bagama’t tinuldukan na ng gobyerno ang kontrata nito noon pang Enero 2022.
Bukod dito, ilang ulit na rin inatasan ng Commission on Audit (COA) ang pamunuan ng LTO na tiyakin na 100 porsiyento o full compliant ang pagpapatupad nito ng LTMS dahil ito ang accredited IT system ng ahensiya.
