Nasa 11,391 proyekto ng Department of Public Works and Highways (DPWH), na nagkakahalaga ng ₱459 bilyon, ang na-flag ng Commission on Audit (COA) dahil nai-award sa mga contractors na may kuwestiyonableng financial capacity.
“11,391 contracts with an aggregate contract cost of ₱459.262 bilyon involved bidders whose submitted Statements of Ongoing Government and Private Contracts did not completely reflect their ongoing and awarded but not yet stated contractual commitments,” sinabi ng COA sa panayam ng media.
“The incomplete declaration of ongoing contractual commitments resulted in Net Financial Contracting Capacity (NFCC) computations that did not fully consider the bidders’ outstanding obligations, thereby overstating their available contracting capacity and affecting the reliability of financial eligibility assessments during the post-disqualification,” dagdag pa ng COA.
Isa umano sa mga contractor ang nakakuha pa ng apat na kontratang nagkakahalaga ng ₱530 milyon kahit ₱81 milyon lamang ang dapat na halaga ng mga proyektong maaari nitong tanggapin.
May isa rin umanong nakakuha ng pitong kontrata na nagkakahalaga ng ₱1 bilyon kahit ₱189 milyon lamang ang kapasidad nito.
