Inilabas ng International Criminal Court (ICC) Prosecution ang public lesser redacted version ng ‘Document Containing the Charges’ sa kinahaharap ni dating pangulong Rodrigo Duterte na crimes against humanity, kung saan tinukoy ang malalapit niyang kaalyado na sina Senators Ronald ‘Bato’ dela Rosa at Christopher Lawrence ‘Bong’ Go bilang “co-perpetrators” sa kanyang war on drugs campaign.

“At least between 1 November 2011 and 16 March 2019, DUTERTE and his co-perpetrators shared a common plan or agreement to ‘neutralise’ alleged criminals in the Philippines… through violent crimes including murder (‘Common Plan’),” mababasa sa public lesser redacted version ng ‘Document Containing the Charges’ mula sa ICC Prosecutor.

Inilarawan sa 16-pahinang charge sheet ang sistematikong “Common Plan” sa umano’y pagpatay sa mga drug suspects mula 2011 hanggang 2019.

Bukod sa dalawang senador, may ilan pang indibidwal ang direktang pinangalanan bilang “co-perpetrators” sa war on drugs’, kabilang ang mga dating opisyal ng Philippine National Police (PNP) na sina Vicente Danao Jr., Camilo Cascolan, Oscar Albayalde, at mga dating opisyal sa Duterte administration na sina Dante Gierran, Isidro Lapeña, at Vitaliano Aguirre II.

“During the Mayoral period, DUTERTE, Bong GO and the above-mentioned law enforcement officials used police from Davao City and non-police hitmen (together, the DDS) to kill alleged criminals,” saad pa sa charge sheet na may petsang Pebrero 13, 2026.
