Inihayag ni human rights lawyer Neri Colmenares na maaari umanong madagdagan, o ma-“expand,” ang mga sakdal laban kay dating Pangulong Rodrigo Duterte kaugnay sa kinakaharap niyang kasong crimes against humanity sa International Criminal Court (ICC).

“In any case, the charges are there and under the rules of the ICC, they can still be expanded and in fact before the confirmation hearings, the prosecutor is allowed under the Rome Statute… to continue its investigations,” saad ni Colmenares.

“So we hope there will be an expansion of charges,” saad ni Colmenares sa isang panayam ng ANC News noong Huwebes, Setyembre 25.

Ayon din kay Colmenares, iba umano ang kahulugan ng “counts” ng ICC sa kahulugan ng “counts” sa Pilipinas kaugnay sa kaso, “In the Philippines, when we say counts, you know three counts of murder three persons were killed.”

“The one count there actually includes 19 victims–the first count, which is the… victims when he was mayor from 2013 to 2016. The second count actually includes 14 victims, and from my guess… from the redacted versions, it includes the killing of Mayor Espinosa and the stabbing of the Chinese prisoners in the National Bilibid (Prison),” ani Colmenares.

“And the third is murder which includes about 45 victims, well it’s a total of about 78 victims. There should be more, we believe… we would have wanted more families of the victims who also are seeking justice for their loved ones,” dagdag pa niya.
